Call for Contractors!
ICCC’s Weatherization Program is looking for Weatherization Contractors - contractors must have and be familiar with the usage of blower doors, CAZ testing and zonal pressures. Inter-County Community Council is also soliciting a call for contractors for asbestos abatement and mold and moisture remediation work for the Weatherization Assistant Program. The call for contractors will remain open to the public so long as work is needed. Interested contractors can contact our Weatherization Director at 218-796-5144 ext 1016.
We encourage minority and women contractors to apply. Posting August 1, 2024.
Weatherization Program
The Weatherization Assistance Program provides free home energy upgrades to income-eligible homeowners and renters to help save energy and make sure your home is a healthy and safe place to live.
The Minnesota Weatherization Assistance Program (WAP) receives funding from the Federal Government through the Department of Energy. The State of Minnesota distributes funding to sub-grantees from the Dept. of Commerce.
The Weatherization Assistance Program (WAP) uses proven energy conservation improvement measures and building science to improve the energy efficiency and comfort levels of your home. The program gives priority service to households with members under 19, elderly or disabled members and high consumers of heating energy. One application identifies eligibility for both Energy Assistance Programs and WAP programs. Households who are income eligible for EAP are income eligible for WAP.
WAP helps eligible households maintain safe and energy-efficient homes through:
- Participation education
- Energy Audit
- Exterior wall and attic insulation
- Air infiltration and bypass sealing
- Heating system efficiency techniques to reduce the cost of improvements
- Safety improvements
Correcting health and safety hazards and potentially life-threatening conditions is the first consideration in weatherization activities.

To apply residents will need to complete a joint application for Energy Assistance and Weatherization and mail, email, or fax it to our office.
