Local Workforce Development Area 1 is the designation for the area made up of Kittson, Roseau, Marshall, Pennington, Polk, Red Lake and Norman Counties.  ICCC serves as the administrative entity, program provider and grant recipient for the Workforce Innovation and Opportunity Act (WIOA) in partnership with a Local Elected Officials (LEO) Board.

The LEO board is made up of one elected official from each of the counties of LWDA 1.
